All System Board members are invited to register for and attend a Special System Board Meeting to consider and vote upon the 2026 SCKLS Proposed Budget.
To be approved, the 2026 SCKLS Proposed Budget requires a roll call vote of System Board members to Exceed the Revenue Neutral Rate (RNR) and a voice call vote of System Board members to authorize the 2026 SCKLS Proposed Budget. The RNR is 1.130, and the proposed mill levy rate for 2026 is 1.160.
A mill levy rate of 1.160 will generate an estimated increase of $140,629 in tax funding for 2026 that will:
- Maintain existing grants and services to member libraries,
- Fund in part a 1% or $16,191 increase in the base grants-in-aid for eligible 71 public and 14 academic member libraries,
- Fund in part a $15,000 increase in Continuing Education Reimbursement grants for eligible public, academic, school district and special librarians, and
- Fund in part $161,650 increase in salaries and employee benefits for a new associate director position along with increased staff salaries and benefits up to 4% based on performance.
