Guest presenter Phillip Carter, director Starkville-Oktibbeha County Public Library System, has 13 years of public library experience, including nine years in public library administration. Phillip has consistently prioritized improving customer service, removing barriers to service, and advocating at both state and national level for library funding and support.  As a member of the American Library Association (ALA), Phillip sits on an advisory council developing resources for small and rural libraries through the Libraries Transform Communities initiative. He is a member of the Association for Rural & Small Libraries (ARSL) and serves as a member of ARSL's Board of Directors. He was selected as a 2018 American Library Association Emerging Leader and is the former President of the Mississippi Library Association. Originally from Clarksdale, Phillip is a lifelong Mississippian. He holds a bachelor’s degree in Music and Audio Engineering from Delta State University, a master's degree in Library and Information Science from the University of Southern Mississippi and attended Mississippi State University as an MBA student.
